USDA Launches Portal on Foreign-Owned Ag Land Transactions

The U.S. Department of Agriculture has launched a new online portal designed to streamline and modernize the reporting of transactions involving U.S. agricultural land owned by foreign persons, including foreign-owned businesses and foreign governments. USDA says the move is intended to improve transparency and oversight as concerns continue to grow over foreign interests in American farmland.

The new online portal is part of USDA’s broader effort to strengthen enforcement authorities and safeguard domestic agricultural assets as the department continues implementing the National Farm Security Action Plan. USDA officials say the system is meant to make compliance easier while also improving the accuracy and timeliness of reporting.

“We’re increasing transparency and scrutiny of one of our most valuable national assets in American farmland,” said Ag Secretary Brooke Rollins. ‘This online portal will allow us to obtain verifiable information about foreign interests in American agricultural land and protect the security of our farmers.”

USDA noted that the portal does not change existing reporting requirements, but rather digitizes the process to improve efficiency and data quality. The system will collect the same information currently required under form FSA-153, which foreign persons must file to disclose certain agricultural land holdings and transactions.

The new portal is accessible through usda.gov, and users will log in using Login.gov, a secure sign-in service that provides access to a range of federal programs and reporting tools. USDA says using Login.gov will help protect sensitive information while ensuring authorized access for those required to file.

Officials emphasized that the launch reflects a continued focus on protecting U.S. farmland, strengthening data collection, and ensuring that federal law governing foreign ownership of agricultural land is enforced consistently nationwide.
