
BILLINGS, Mont., Dec. 23, 2025 — Last week, the U.S. House of Representatives passed H.R. 845, the Pet and Livestock Protection Act, returning gray wolf population management authority to individual states.
The bill, introduced by Rep. Lauren Boebert, R-Colo., and Rep. Tom Tiffany, R-Wis., passed the House by a bipartisan vote of 211-204. The legislation removes the gray wolf from the Endangered Species Act and prevents repeated litigation from overturning the delisting decision, restoring management authority to state lawmakers and wildlife officials. The bill now moves to the U.S. Senate for consideration.
